The Central Organ
of the Mechanism for Conflict Prevention,
Management and Resolution held its 90th
Ordinary Session at Ambassadorial level
in Addis Ababa, Ethiopia, on Monday 17
March 2003, to review the situation in
the Central African Republic, following
the coup d'Etat of 15 March 2003. The
session took place under the chairmanship
of Ambassador Baso Sangqu, Permanent
Representative of South Africa to the
African Union. The Central Organ stronglz
condemned the coup d'Etat, which took
place in Bangui, Central African
Republic, on Saturday, 15 March 2003. In
this regard, it recalled the total
rejection and condemnation by the African
Union of all unconstitutional changes of
government, in conformity with the
Decisions and Declarations adopted by the
Algiers and Lomé Summits of July 1999
and 2000 respectively and the relevant
provisions of the Constitutive Act of the
African Union. |

Initial
euphoria has turned to fear in the
Central African Republic where the rebel
leader General Francois Bozize has seized
control of the country.

Rebels
take over Central African Republic

France
has evacuated 80 people including 60 of
its nationals from the Central African
Republic following a rebel take-over of
the capital, Bangui.
At least eight people were killed when
supporters loyal to the sacked army chief
General Francois Bozize marched into the
city on Saturday, according to hospital
and military sources. |

General
Bozize has suspended the constitution,
dissolved parliament and imposed a curfew
to run for 10 days. He said he would hold
a democratic election but did not state
when. His fighters seized power "because
of the mismanagement of the country and
its inability to carry out its domestic
responsibilities," he said on
national radio. He did not mention CAR
President Ange-Felix Patasse, who has
taken refuge in a hotel in Cameroon after
he was forced to divert when rebels shot
at his plane as he returned from a
regional conference in Niger.

des abgesetzten zentralafrikanischen Armeechefs
Bozizé haben am Wochenende die Landeshauptstadt
Bangui erobert. Bei ihrem Blitzangriff aus dem
Norden der Zentralafrikanischen Republik stiessen
die Aufständischen nach eigenen Angaben nur auf
wenig Widerstand. Der gewählte Präsident Patassé
weilte während des Staatsstreichs im Ausland.
Als er nach Bangui zurückkehren wollte, wurde
sein Flugzeug laut Radio France International im
Landeanflug beschossen. In Bangui kam es zu Plünderungen,
die sich in erster Linie gegen Regierungsgebäude
richteten. Das nationale Radio, das sich
ebenfalls in der Hand der Rebellen befand,
bezeichnete Bozizé in einer Sendung als den
neuen Staatschef. |
