EU cancels Africa summit but renews sanctions against Zimbabwe

The European Union has postponed indefinitely a summit with African leaders planned for Portugal in April as a result of EU sanctions over Zimbabwe. Most European countries had said they would boycott the summit if Zimbabwean President Robert Mugabe was invited. African nations indicated they would stay away unless Zimbabwe was included. On Wednesday, EU nations agreed in principle that their sanctions against Zimbabwe should be renewed for another year.

Die Europäische Union hat angesichts eines Streites um die Teilnhame von Präsident Mugabe aus Simbabwe die für den 5. April 2003 vorgesehene europäisch-afrikanische Gipfelkonferenz in Lissabon abgesagt. Die Sanktionen der EU gegen Simbabwes Regierung wurden um ein Jahr verlängert, zugleich ist aber Präsident Robert Mugabe erlaubt worden, kommende Woche am französisch-afrikanischen Gipfel in Paris teilzunehmen. Diese Entscheidung geht zurück auf eine persönliche Konfrontation zwischen Frankreichs Präsident Chirac und Grossbritanniens Premierminister Blair.

This summit ended with the hope that Europe and Africa will be on more equal footing by helping Africa escape debt, disaster and war.


     

Zimbabwe has strained ties between London and Paris
  The EU had imposed travel restrictions on the country's leaders and an arms sale ban on Zimbabwe and frozen Zimbabwean assets in Europe after failing to ensure Mr Mugabe improved human rights and reversed controversial agricultural food policies. But this will not take effect before Mr Mugabe has attended a separate Franco-African summit in Paris next week. The French threatened to veto the renewal of sanctions without this special exemption.

The European Union is divided over whether to renew a travel ban and assets freeze on Mr Mugabe and his closest associates.The dithering over whether England should play a Cricket World Cup match in Harare has left the UK Government, and not Mr Mugabe, with egg on its face. And now the Commonwealth looks set to accept Zimbabwe back into the fold.

Die Europäische Union ist sich uneinig, ob Reiseeinschränkungen gegenüber Präsident Mugabe und seinen engeren Mitarbeitern sowie das Einfrieren von Konten beibehalten werden soll. Die unklare Haltung hinsichtlich eines britischen Auftretens bei der Kricket-Weltmeisterschaft in Simbabwe schadete London, nicht Mugabe. Und wie es aussieht, wird nach einjähriger Suspendierung Simbabwe auch wieder im Commonwealth vertreten sein.

  However, there is a chance the game could be relocated to South Africa later in the tournament. At the end of last week, it emerged the England team had received death threats from an organisation called the "Sons and Daughters of Zimbabwe".

"First, we must admit there is a crisis. Everyone can see that … so we must do something about it... It is important for the nation to be told that we are facing an economic crisis and that the people should brace for it. In my view it is not right to keep quiet and let nature take its course."
  Head of Zimbabwe's armed forces General Vitalis Zvinavashe has denied involvement in a conspiracy to oust Mugabe from office saying only the electorate had the constitutional power to do so. Zvinavashe, a four-star general and hero of the 1970s liberation war, told the Business Tribune this week that claims by the MDC that he was part of a Zanu PF team negotiating Mugabe's peaceful exit from power were "totally false". The general, who rarely gives interviews to journalists, said he and his officers had made it clear prior to the March 2002 presidential elections - exactly a year ago - that no soldier under his command would salute anyone who never fought or participated in Zimbabwe's war of liberation. Tsvangiari, the only man to garner more than one million votes against Mugabe, did not fight in Zimbabwe's war.
     


  Simbabwes Armeechef, General Vitalis Zvinavashe, hat dementiert, an Überlegungen beteiligt zu sein, Präsident Mugabe einen Abgang aus dem Amt zu verschaffen. Zugleich räumte er erstmals ein, daß sich Simbabwe in einer wirtschaftlichen Krise befindet. Es sei falsch, darüber zu schweigen. Der General schlug in einem seltenen Presse-Interview vor, zur Bewältigung der Krise eine "Task-Force" einzurichten, die nur gegenüber Präsident Mugabe verantwortlich sei.

Opposition leader Morgan Tsvangirai had told the BBC he had been approached with an offer of talks from two of the most powerful figures in the ruling Zanu-PF party.
