U.S.-MILITARY COMMAND FOR AFRICA!
The U.S.A. is in the process to pay more
attention to the African continent
militarily; U.S.-Defence Secretary Robert
Gates stated that when he addressed a
senates committee. President George
W. Bush had decided to establish a new
High Command for the U.S.-military in
Africa whose task would be to challenge
any potential threat that might develop
on that continent. Gates said, all
operations would be lead by a single
centre; he did not mention when and where
such a centre would start to operate. So
far, the Pentagon had divided the world
in five regional commands:
Northcom is responsible for
North America and Mexico, in South
America it is Southcom that
plans and operates there. U.S.-troops in
the Pacific and in parts of Asia are
commanded by Pacom.
Centcom is responsible for
Arabia and the Middle East, and
Eucom, for Europe, is the
only command whose base is not within the
U.S.A. but in Stuttgart / Germany. At the
moment, responsibility for Africa is
split between Centcom and
Eucom.
Africa is of interest to the
Bush-government for a variety of reasons.
After the 9/11-attack in New York,
Washington was interested to connect to
oil-sources in West Africa. The fight
against terrorism involved American
action in Africa as well; for example,
U.S.-jets attacked during the recent
Somalia-conflict Islamic fighters along
the border to Kenya. In Djibouti, at the
Horn of Africa, the U.S.A. maintains an
essential port facility; German marine
vessels are stationed there as well.
The announcement by the U.S. Defence
Secretary comes at a time when
Chinas Prime Minister Hu Jintao is
on visit in Africa. China is competing on
the African continent with western states
for resources and markets. The Chinese
have, for example, replaced many
competitors from Europe and the U.S.A. in
the African mining business. More and
more oil and gas is exported from Africa
to China. In reverse, China exports to
Africa goods for consumption and provides
loans for developing projects to the tune
of billions of dollars. The annual volume
of trade between Beijing and Africa has
grown to more than fifty billion dollar,
with a tendency to grow even further.
What can a RINGELNATZ do what my Mr. Moon
could not do better, even without
soldiers?
When his tailors were still busy to sew
the red fabric for Africa, when he would
still let hammer and sickle in solidarity
with Africa, then Mr. Moon received a
cold shoulder by the United Nations
doorkeeper.
Once the Vietnam War was clearly writing
red numbers in American business-books,
the same doorkeeper signalled
preparedness to, what was then called
ping-pong-diplomacy.
When, on 25th October 1971, Mr. Moon
became honourable member of the United
Nations, the doorkeeper already had his
first deal up the sleeves: a secret
meeting of his president with our ailing
chairman in February of the following
year.

When both met, Nixons door-keeper
had prepared a bundle whose content would
cover events far beyond an end of the
U.S.-engagement in Vietnam: for Mr. Moon
full recognition and free hand as
controller of the region as
tit-for-tat: pressure on the Vietnamese,
not to set traps for the
door-keepers troops whilst
returning from this region leaving it to
the disposition of Mr. Moon.
Results of the deal:
Whilst the door-keeper travelled in
another secret mission to Beijing the
same year, out of Hanoi sky dropped
carpets of bombs as Nixons
Christmas-illumination. Only three months
later, at the beginning of March 1973,
hidden in the wings of the international
Vietnam-conference in Paris, Mr. Moon
nodded his consent.
When, on 30th April 1975, the last
U.S.-helicopter had left the airspace
over Saigon, Mr. Moon took control of the
region: only three weeks later, he
allowed Pol Pot to start his experiment
in Cambodia, a much more radical version
of his own, but failed
back-to-the-country-movement, also called
CULTURAL REVOLUTION
but mainly as thorn
in the flank of Vietnam.
Another three years later, the
doorkeepers promise was realized:
Nixons successor Jimmy Carter broke
off relations with Taiwan; Mr Moon was
now, from December 1978 onwards, the
officially recognized Chinese player in
the world game.
Then, less than a month later, something
went wrong:
Vietnam pulled the thorn from its flank!
On 7th January 1979, Vietnamese troops
had entered Phnom Penh, or what Pol Pot
had left as Cambodias capital.
Mr. Moons troops immediately tried
to occupy the northern border region of
Vietnam. This effort lasted from 17th
February to 5th March, then Mr. Moon had
to accept an armistice; later he called
it a limited action of
punishment; we tailors call it a
spot on Mr. Moons
waistcoat
of course only if
he cant hear it
And
the doorkeeper?
Cashed in: THE NOBLE PEACE PRIZE!
When we started to lay these
TAZARA-tracks it was honour enough for
Mr. Moon that they would be carried by
cement-sleepers, each marked with a
Chinese symbol.
As Mr. Moon decided to prefer making
profit in Africa, it was of great help
that he had had a chance to study the
game as played by Henry Kissinger and his
godfather.
When the game was about the Sudan, he had
mastered the doorkeepers lectures
already.
Mr. Moon arranged
that the UNs Security Council would
not trouble the Sudanese government
because of Dafur. In return, the
state-owned China National Petroleum
Corporation received a license for twenty
years to haul Sudanese oil to China. To
show off good will, our companies set
aside almost two million U.S.-dollars for
Sudans central government to be
invested in social facilities

COMPANY LIQUIDATED!
New Sudan is the possible
name for the state that is about to
emerge after a referendum about secession
of South Sudan to be held in 2011.
Precondition for a success is not only to
improve economic cooperation with
southern neighbours but also to organize
transport of exports of natural resources
bypassing the North. Plans made for this
scheme included the construction of a
railway line from Juba to the Kenyan
seaport of Mombasa; this was supposed to
be the task of a German company.
However, as it was now announced by that
companys leadership, it will be
liquidated by the end of August. The
major shareholder withdrew his support
for the owner of the company quoting,
among other things, high economical
and political risks of the
Sudan-Project. The present owner
wants to continue the project with
another company; however, success is
doubtful since Chinese companies will
realize parts of the main line of the
railway from Juba to Mombasa now.
We had the ear on the tracks of Africa in
time!
And what pattern did we follow, we the
tailors of Mr. Moon?
HOPE FOR A NEW DAWN IN THE
EAST?
We left it behind us; we are rolling
towards West
A German company
produces mega pumps to draw off oil; a
piece weighs thirty tons and costs ten
million Euros. Mr. Moon acquired ten such
pumps.
And the business with railway lines?
Britons constructed the Sudanese rail
network at the beginning of last century;
it has not been maintained due to decades
of civil unrest. The Sudanese government
received from Mr. Moon a loan to improve
the line between Khartoum and Port Sudan
as a double line
and German competitors of
RINGELNATZ got something to play with
The Dornier
Consulting GmbH
won in Sudan, as they call it, a
significant order: German experts will,
until 2011, provide advice to the
government with regard to the improvement
of the railway line between Khartoum and
Port Said. Although the construction
itself will be realized by Chinese
contractors, technical advice and project
management will come from Dornier
Consulting. Its CEO stated the fee
would be in the region of a two-figure
million number
That was the friendly message from a
Chinese happy-cracker.
Mr. Moons loan for this railway
business with Sudan shows a couple of
more figures in the line: 1.2 billion
U.S.-Dollars ... To be paid back with
interest!
Has the dream come to an end, my
dear? There is still a seat in my
compartment over there in my train
the flag being already set half mast-high
You know, when
I went to Berlin to negotiate in a
confidential conversation with the German
Emperor about the Cape to Cairo railway
and telegraphs, I soon had the
impression: great words but nothing else.
The Emperor William and I had been
discussing the railway, which at that
time, at any rate, was to run in part
through German territory in East Africa.
The Kaiser, who took the greatest
interest in the scheme, and expressed his
determination to co-operate in its
execution, closed the conversation
somewhat as follows:
Well, Mr. Rhodes, my section of the
railway will be ready in two or three
years, and I should much like to come and
celebrate the junction with your system,
but, as that will be impossible, I will
send someone to represent me on the
occasion.
No, sir, I said, your
railway wont be ready by that time.
I dont know, sir, anything about
your Germans at home, but those out in
Africa are the most lethargic,
un-progressive people in the world, and I
am sure that it will take them many years
to start their railway.
This was unconventional enough, but I had
more to follow.
Before I go, I said, I
must thank you, sir, for that telegram
the famous Kruger telegram. You
see, sir, that I got myself into a bad
scrape, and I was coming home to be
whipped as a naughty boy by grandmamma
when you kindly stepped in and sent that
telegram, and you got the whipping
instead of me.
Either the next day or the day after, I
am not quite sure whether the agreement
under discussion referred to the Cape to
Cairo telegraph or the railway, but the
draft was before us, and the Emperor
observed, Well, Mr. Rhodes, I hope
you are satisfied with the
arrangement.
Not quite, I replied,
unless, sir, you want to see Cecil
Rhodes file his petition in
bankruptcy.
What do you mean? asked the
Kaiser, who had himself given
instructions for the drafting of the
agreement.
I mean this, was my reply,
that there is a clause in this
document which provides that while your
Majesty undertakes to protect the railway
or telegraph whichever it was
against attacks or injury, Cecil
Rhodes has to pay the whole cost incurred
in such defence. Now, sir, there is
nothing in the clause to prevent you from
sending a whole army corps for this
purpose, and if I had to pay for that I
should have to file my petition.
The Kaiser laughed, and said Quite
right and turning to Count von
Bulow, I think, who was present, said,
Add words limiting Mr.
Rhodess liability to £40,000.
Thats fair, I think? To which
I replied that I was perfectly satisfied.
Do you see what I mean?
You cant make really progress with
the Germans, unless you control them, not
then, and not today.
Britain should rule the world!

I Cecil Rhodes I did

I contend
that we are the prime race in the world,
and that the more of the world we inhabit
the better it is for the human race ...
If there be a God, I think that what he
would like me to do is paint as much of
the map of Africa British Red as possible
...
I want to make the British Empire a
superpower in which all of the
British-dominated countries in the
empire, including Canada, Australia, New
Zealand, and Cape Colony, would be
represented in the British Parliament. I
want American students included as
eligible for the Rhodes scholarships. I
want to breed an American elite of
philosopher-kings who would have the
United States rejoin the British Empire.
And since I also respect the Germans and
admire the Kaiser, I allow German
students to be included in the Rhodes
scholarships as well. I believe that
eventually Great Britain, the U.S.A. and
Germany together will dominate the world
and ensure peace.
All this shall happen through the
establishment of a secret society

Our diplomatic post-war history is
marked by Anglo-American agreements and
understandings which would touch
sensitive issues but which never were
fixed in written documents. Britons were
so helpful that they participated in
internal American reflections in a way,
as it was never before practiced between
two sovereign states. Britons did play a
key-role in some bilateral treaties
during my term of office. Whilst I was
working in the White House I kept the
British Foreign Office better informed
than the American Secretariat of Foreign
Affairs.
